Monumental Works Permit Application

Honouring a loved one with a memorial is a meaningful way to celebrate their life and create a lasting legacy for future generations.
To ensure memorials are safe, respectful and consistent with cemetery standards, certain approvals and requirements apply.

Planning a memorial

We encourage families to discuss their ideas, needs and design preferences directly with a monument mason. A mason can guide you through the available options and ensure the proposed memorial complies with cemetery requirements.
To help maintain the safety, appearance and integrity of our cemeteries, monument masons must review and follow all approved options, specifications and conditions before planning or carrying out any memorial work.

What requires approval

Approval must be obtained before restoring or installing any of the following:
  • Headstones or memorials
  • Kerbing or monuments
  • Vases (only when incorporated as part of a monument)

Items not permitted

The following decorative items are not permitted:
  • Freestanding vases
  • Personal items
  • City of Newcastle reserves the right to remove any unapproved items.

Who completes this form

To support families through this process, all Monumental Works Permit Applications are completed and submitted by an authorised monument mason on your behalf.
You do not need to complete this form yourself.

Application fees

There are no fees payable when you submit your application. We'll invoice you after your application and preferences have been reviewed. If you'd like a fee estimate before applying, search for the application name in our Fees and Charges document.

Next steps

  1. Shortly after submitting your application, you will receive an email confirming we've received it, along with an invoice for the application fees.
  2. We will thoughtfully review your proposal and preferences, ensuring full compliance with Australian Standards and our Construction of Monuments guidelines.
  3. Upon approval, an invoice will be issued to you. You can pay this via our 'make a payment' function or your portal account.
  4. You can begin work once you receive written approval from City of Newcastle.

Time frames

Approvals typically take 2 - 4 weeks to issue.
