City of Newcastle offers two types of support to guide you through the process.
Duty Officer Service – free general advice
Our Duty Officer can provide general advice about preparing your DA. This service is available:
- by phone, email or in person at our City Administration Centre
- in 20-minute appointments
- call us to arrange an appointment - 4974 2000.
It's a great starting point if you have basic questions or need help understanding the process.
Pre-Development Application Service – detailed advice
For complex developments, our Pre-DA service offers detailed advice.
- Suitable for all types of developments, including houses with view, heritage, or compliance issues.
- Choose between written advice only or written advice plus a meeting.
- Fees apply, based on the type and cost of your development.
Using the Pre-DA service can help you identify and resolve issues early.

Additional fees may apply following a full review of your application.
If you are applying for a second meeting, we will invoice you the associated fees.

- A meeting will be scheduled within 14 days of the application being made.
- A written response will be provided within 21 days after the application is lodged.
